Last year, lawmakers would have merged the commissions and exchanges into one business to cut costs. Pilot programs are underway to test the effectiveness of privatization.

But disabled veterans could offset the agency's sales decline. The army has about 1.4 million soldiers. Also, 2.1 million military family members are eligible to purchase. Those 3.5 million potential buyers are lost to the 4.1 million veterans who are eligible to buy now.

However, it is not yet clear how many will make it to the main store. Home to 40,000 troops and more than 100,000 veterans, shopping on base in the Pikes Peak area is more accessible than most American cities.

But with so many indirect retailers vying for shoppers and an underlying safety scare that makes Costco look easy, it seems the veteran line-up isn't going to overtake brick-and-mortar stores.

However, Fort Hamilton is steeped in history. On July 4, 1776, early in the American Revolution, an American battery fired cannon at an approaching British naval convoy. The area was involved in naval defense during the War of 1812, and Fort Hamilton became the first training camp for the National Guard in 1839.
